While manually selecting individual packages in Product Creator, you can exclude  the automatically selected ones by setting their status to 'Taboo'. 

This is especially useful in order to keep the image as small as possible, e.g. to fit it on a CD (some packages cause preselecting another packages that one doesn't need, e.g. libreadline preselects readline-doc, OpenOffice preselects US thesaurus etc.)

After closing Product Creator, and starting it again, all the 'Taboo' status is lost, and the resulting ISO does not fit on a CD anymore.

Please, attach yast logs.

I wasn't able to reproduce it with the latest Yast, the tabooed package was not lost after restart.

I have found it - the problem occurs only when creating an ISO, when the configuration is changed the taboo packages are displayed correctly.

Fixed in yast2-product-creator-2.17.8.
