click right on a shortcut on the desktop ans select "properties".
click on the tab "Starter". now the properties-window closes.

Are you translating from another language?  I think in English the tab you are referring too is "Launcher".  I cannot replicate this on 11.0 with a shortcut ("Make Link") that I've created.  If it happens for all files, please let me know what locale you are running in.  If it happens only for a particular file, please attach that.

It happens with every file. My local is set to German.

The version with which you had the bug is now obsolete. I'll close this as NORESPONSE. If you can still reproduce it in current 11.4, please reopen the bug and move it to the appropriate version. Thanks!
