the live installer only calls into tons of other yast modules - and the yast2-trans-* packages are just too big. And I'm afraid splitting them into "part of live install" and "not part of it" is a) too much work in the long run to maintain and b) would still not fit for more than half a dozen languages in the remaining space [taking that x86_64 is already too big atm]
