See the table of repositories (top pane).

User set value "99", it is value "99", not "default".
a) default is meaningless -- default is not higher, or lower, it does not provide any meaning here
b) it corrupts the table order when sorting by priority -- I get 98, 100, default.

It has already been fixed in yast2-packager-2.17.33,
see bug #404205.
