This is a lenovo x60s.
Retruning from suspend, I found a popup message on screen, 
saying 'the power adapter has been unplugged'.

This information was plainly wrong, as I plugged in the power adapter before resume.

Furthermore, there was no way to remove the popup. It did not react to the mouse pointer, stayed in front of all other windows, and was immune to xkill.

Resolved by reboot.

According to the screenshot this looks like a KDE4 issue.

yes, this was with KDE4.

I'm guessing you unplugged the power supply before the laptop suspended, causing the notification, but the notification was not cleaned up on resume.

Seems to be an upstream bug.

the issue is still there in 11.1 GA.

No problems with this in 4.3.4 release 2
