to reproduce at first kill kupdateapplet, start it again
click to check now (on kupdateapplet icon in systay) 
then left click on kupdateapplet icon in systay
then click on install button
kupdateapplet will be resized to half size see attached screenshot

The wrong size is caused by calling the PolicyKit-kde popup. This call is a blocking call and therefore it prevents the gui from redrawing its contents.

I've asked the maintainer of QPackagekit2 to change to a non-blocking call. Until then I fixed this bug with a workaround in version 0.8.20.
