Progress bars should not be used when the module starts quickly (
http://en.opensuse.org/YaST/Style_Guide#Progress)

As the modem module starts very quickly (at least on my test system (Athlon Xp +2400 with 2 GB RAM) it would be nice to have the progress bar removed.

This would also increase the consistency with many other modules as the
majority of them don't use a progress bar any more.

Modem modules are ones with slowest detection of hardware, so this is probably just your experience.
