kupdateapplet is running on my machine. When a new update becomes available it signs that fact the usual way. Then I start update and the system asks the root password to perform the update. Then - instead of updating - it displays the error message:

User is not permitted: org.freedesktop.packagekit.system-update

despite the fact it can have root access.
There is a button to to start a manual update through YaST. YaST update works normally, it asks the root password and performs the update(s).
