This is easy to reproduce: start Yast2 with following command: "LC_ALL=pl_PL.UTF8 /sbin/yast2 sw_single &" (yast2-trans-pl package must be installed), then go to Yast2 > Software manager, pick any package, right click on it and choose "Pokaż informacje o zależnościach" (Show solver information). In the window showed, you'll see strange characters or just squares instead of polish letters (ą, ę, ó, ł, ń, ż, ś, ź, ć). This happens with Qt interface, don't have Gnome installed to test it with Gtk interface. I didn't see this behavior in other Yast2 modules or dialogs.

I think attaching screenshot would be of much greater help

Gtk interface afaik does not have the solver information thingie at all ....
