I classify as "usability" because it is a problem related to both kde and gnome, and causes a usability problem. Please CC to the affected groups as addecuate.

See the attachment.

When I plug an external USB disk with two LUKS encrypted partitions, in a Gnome desktop where amarok is running, I get prompted for the password by both Gnome and KDE. Only Gnome should prompt.

Please provide output of 'ps ux', 'dcop kded kded loadedModules' and 'qdbus org.kde.kded /kded loadedModules' from when that happens.
