In Kde4 the Plasmoids do not save positions. Thus my panel and dashboard are messed up every reboot. As long as the problem persists i will provide any information needed.

Is this still happening for you? Do you have multiple monitors?

Got the same.

Additonally, when i add some apps-icons to the controlbar, they show up after reboot/relogin as emty icons of typ application/x-kdeuser1.

This is an UPSTREAM issue and is related to
https://bugs.kde.org/show_bug.cgi?id=183961

In the future, if a bug is not related to an openSUSE specific packaging
problem or openSUSE specific backport/feature of KDE then report the issue
upstream to bugs.kde.org
