software management: show EULA once per package

To be exact this is not my wish, I would like no to see any EULAs (i.e. I would read them when I am ready to, not force me when I am installing stuff).

But anyway, assuming EULA is a must it is ridiculous to see the same EULA every time I upgrade, downgrade, update the same package (for example flash). Till now I had to accept six time the same text!

AFAIK this is a legal requirement, if you install any SW with EULA you _have_ to confirm it otherwise you are not allowed to use the SW.

Even during upgrade/downgrade, because the EULA might be different. And even if it's the same I think you have to know that it still applies to the new (old) version of the SW.
