All good if using latin symbols in path, but if using cyrillic (russian
language) symbols in path to directory - reposytory can't connect.

Reproducible: Always

Steps to Reproduce:
1. Make directory with cyrillic name and copy there some of rpm's
2. Open YaST > Reposytories > Add > Local directory > Next
3. Specify path to this directory, select checkbox "...directory RPM" and click Next
Actual Results:  
YaST can't create repository

The same problem when using zypper.
If you set it to a local rpm package for installation in a way that has cyrillic (utf8), it will be given an error message "specified path does not exist or is unavailable".
