After boot with USB Bluetooth dongle plugged, Bluetooth does not work.

Dongle is visible on USB bus by lsusb, but commands like hcitool scan report:
Device is not available: No such device

Work-around: Replug the dongle

Yes, this is bug 527856. I'll leave this open for now, in case we need a workaround, we can discuss that here.

This needs to be fixed in bluetooth, not in udev.
