You cannot drag windows from one workplace to another from the workplace switcher in the panel.

Are you using compiz? If yes, then it's a feature that is not working with compiz.

Nope. Compiz is off.

Will be fixed with the update to gtk2 from GNOME:STABLE:2.28: we have a patch for this there.
