zypper dup informed me to update the openSUSE-release package.  Next I was prompted to confirm the legal note.

But after zypper finished rpm -q openSUSE-release reported the same version openSUSE-release-11.3-1.8.x86_64 as before.

I changed the _link to an _aggregate. This should fix the problem, not for M6 but for M7
