When choosing the "Boot from Hard Disk" option from the menu for NET Install CD for i586, the boot fails with the message "Boot failed: Press a key to retry...". If the CD is removed, the system boots as expected.

This problem was encountered on a VirtualBox 3.1.6 VM. I have not tried it on a real machine.

My guess is that /dev has not been set-up. It does not matter whether /boot/grub/device.map contains the line "(hd0) /dev/sda2" or if it maps it by ID.
