On openSUSE 11.3 RC1, no battery is detected on my laptop (Asus U30J).  Adding a KDE4 battery widget to the desktop shows a "battery missing/ X" icon, which does not change if unplugged.  

Note that the Yast Auto-update applet warns about checking for updates if unplugged and running on battery power, so some part of the operating system is picking it up.

Steps to Reproduce:
1.  Install opensuse 11.3 RC1 or boot into KDE liveCD.

Actual Results:  
No default battery widget in KDE panel, adding a widget shows no information.

Expected Results:  
A battery widget should appear by default on the panel, and if it isn't there, adding the widget manually should indicate battery charge status.
