rcnscd fails on my system with 11.3 GMC in a fresh install with encrypted system:
Starting.. (/var/run/nscd/socked): No such file or directory

And indeed, there is no /var/run/nscd at all.  It's packaged in the file as ghost but not created in the init script if it does not exist.  See how nscd in glibc handles this...

1. install new system
2. check for unscd running
