In 11.2 I had 
echo xset b 0 > /etc/X11/xinit/xinitrc.d/nobeep.conf
chmod 755 /etc/X11/xinit/xinitrc.d/nobeep.conf

This no longer works in 11.3, my keyboard beeps, whenever I use tab-completion.

System Bell is not enabled for Notifications in KDE.

A manual 'xset b 0' always helps.

After switching to/from a text console, the beeping is restored and 
another 'xset b 0' is required.

Matthias, I am no longer sure, that KDE is involved in this defect.

Indeed I can reproduce that issue on 11.3. It appears to be fixed with the updated X.Org packages from obs://X11:XOrg.

Closing as fixed (for 11.4). There are no plans to address the issue also for openSUSE 11.3.
