In the factory repository for KDE 4.5.0 on openSUSE 11.3:

there is a packaging error in kde4-l10n-de.rpm . This file does not contain the .mo translation files for at least kmail, knode, korganizer and kontact:

$ rpm -qpl kde4-l10n-de-4.5.0-90.3.noarch.rpm |grep kmail
$ <empty>
$ rpm -qpl openSuSE11.3/suse/noarch/kde4-l10n-de-4.4.4-1.4.noarch.rpm |grep kmail
/usr/share/locale/de/LC_MESSAGES/kmail-migrator.mo
/usr/share/locale/de/LC_MESSAGES/kmail.mo
...

As a result eg kmail does appear with english menus and dialogs whereas other KDE apps are in german and KDE has been configured to use the german locale.

If one installes kde4-l10n-de.rpm from KDE 4.4.4 which is part of openSUSE11.3 the applications mentioned above will show up with a german interface again.

Steps to Reproduce:
1.Install a fresh openSuSE 11.3 system
2. Upgrade KDE to KDE 4.5.0 from factory repository
3. configure KDE to use german as primary language and run eg kmail
