Installed default was runlevel 2, no network expected. Nonethelsse Networkmanager connects. 
Edited /etc/inittab though, replaced 5 with 2, no change

Reproducible: Always

Steps to Reproduce:
1.set default runlevel 2
2.restart
3.
Actual Results:  
system gets connected to internet

Expected Results:  
no internet connection in runlevel 2

 So maybe we should disable the soft link in rc2.d for network-remotefs.
 Do you have any idea about it?

Well, I don't know why the network is enabled in runlevel 2... and I
currently don't see any reason to not disable it there (both, network
and network-remotefs). Loopback is set up in /etc/init.d/boot.localnet.

Applied the attached patch in Base:System, submitted to factory:

We should include it into the next maintenance update, but not start a separate one for it.

Sorry for reopen it ... but we run into problems like the various syslogd's
(and maybe other scripts).    Remote logging requires network for all
three syslogs.  The actual insserv does not accept hard dependencies
if a required services isn't provided in one or more of the runlevels
of the requesting service.

IMHO the network (not network-remotefs) should be part of runlevel 2
