As a translator, I would prefer to use variable for the replacement elements, just like that:

<replaceable>&filename;</replaceable>

It would be much easier to translate and work with it.

As we discussed in IRC, varname is more the name of a variable, whereas replaceable means the value.
There might be places where this was not used consistently. I'm not sure what's the best procedure here...

Kalman wants us to use entities (xml lingo); this is not about tagging with <varname> elements.

Franks did some evaluation whether this is possible or not (mabye, we should use entities for consistency for often used "replaceables" such as "filename" or "path".  I admit, I'm not that fond of it--but I'm not one of the main writers, though.

From a writers perspective, this could be a problem.

Is it still an issue? I don't think so, so I'm setting it to resolved for the time being. If anybody thinks it it still important, please reopen it.
