I cannot tell at the moment what the defining resource should be.
What happens when the OS does not support dynamic linking?  (Out of curiosity, of course.)

Please report such bugs upstream to the glibc developers.

A vendor recommendation is required for reporting bugs upstream to the glibc developers.  A separate recommendation is required for each bug reported, unless the reporter is also a maintainer.

Ad #2: I'm not aware of such a policy for the glibc bugzilla for these kind of bugs. Please report upstream.
