This is a fresh install of 11.3 + updates.  During boot-up, the root file system is not remounted as r/w.

Hmm, this appears to be caused by the kernel cmdline saying 'ro' - I have no idea how that got in there, it's not in my boot loader config.

Closing as invalid, I copied a boot loader from another system, which had 'read-only' in the startup.  (dunno why).
