ntp-doc seems to be out of date (the files claim to be from 2005, while the documentation at http://www.eecis.udel.edu/~mills/ntp/html/index.html is from 2010). Also missing is a man page for ntp.conf (see https://bugs.ntp.org/show_bug.cgi?id=1734).

For 11.4 we'll use newer man pages. For 11.3 I do not want to fix it.
