Any widget or icon added to the desktop panel can detect when the mouse has been placed over it, but does not activate when clicked.  For example, dragging the Dolphin icon down next to the application launcher will place it on the panel.  It highlights when moused-over, but when clicked, it does nothing.  Similarly, adding the "Show Desktop" widget to the panel displays the same behaviour.

Reproducible: Always

Steps to Reproduce:
1.  Drag widget or application icon to panel
2.  Attempt to activate that widget.
