https://build.opensuse.org/request/show/69497 introduced a cpufrequtils-devel package which is needed to link against cpufrequtils. We'd like to provide an update to openSUSE 11.4 for this.

I did some search and other distros are shipping the same/similar cpufrequtils-devel package.

adjust summary to match content.

(from maintenance perspective we can add a -devel package technically.)

Go ahead. We did not create one initially because nobody was using it as a library anyway IIRC.

Do I need to wait for a SWAMP ID first? osc patchinfo is not asking one...

Please submit fixed packages until 2011-06-02.
