there is no plan in systemd to support SUSE non official $ALL LSB target in initscripts. It should be removed from SuSEfirewall2_setup initscripts.

It works with sysvinit just fine and systemd ignores the tag so no need to remove it. rpc services are listed explicitly as Should-Start so that use case will work with systemd too.
