According from a doc comment:

The openSUSE Start-Up Guide installed for openSUSE 11.3 is inaccessible from KHelpCenter: clicking on the menu item has no effect, only [Ctrl [PgDn]] works.  Moreover, the Start-Up Guide is invalid as HTML, as you can see by submitting the guide file [1] to the HTML validator service [2].
