As per feature 312343 /etc/sysconfig/sysctl no longer exists. YaST must write sysctl settings directly instead, e.g. via /etc/sysctl.conf.

That feature is in state New. What's the status of  /etc/sysconfig/sysctl in 11.2?

We need to coordinate this among more YaST modules

Ludwig, Coolo, the feature hasn't been implemented because it hasn't been
even evaluated. Status NEW means no PM or PjM wanted it to be implemented.

That's why I filed the bug. fate apparently is /dev/null and gets no attention. 
/etc/sysconfig/sysctl is gone in 12.1. aaa_base converts it in %post to /etc/sysctl.conf on update. New installations don't have either.
Btw, systemd never cared about /etc/sysconfig/sysctl anyways.
