12.1 now has systemd.

# the ususal command
rccups restart
# now immediatly returns without starting a local cups daemon.
# yast printer thus always fails

# workaround:
cupsd &
# now /etc/printcap begins to fill.

systemd issues are no "Printing" issues.

Should be resolved with systemd v37, see bug #723194.
