Steps To Reproduce:
1. run as root: yast2 timezone
2. click "Change" button
3. enable "Run NTP as daemon" checkbox
4. click "Accept"
5. click "Change" again

Actual Results:
checkbox is disabled again,
when doing this during install, NTP daemon was not started

Expected Results:
checkbox state should be kept and used

Starting of NTP daemon should actually be done by the code from yast2-ntp-client (ntp-client_proposal.ycp).
