After upgrading a 11.4 system (XEN guest) to 12.1 the network (fixed static IP, no dhcp) did not work. After configuring it with yast2 it still was down.
Restarting it with "rcnetwork start" did a start and immediately a stop of the network. Running systemd start network.target even did not start the network properly.
Setting network up manually worked though.

I'm guessing you are using a static IP network configuration ?

if it is the case, it is probably a duplicate of bnc#727771
