The Login Manager cannot change KDM theme
This happened on 11.4, and 11.3. This should already be fixed.



Reproducible: Always

Steps to Reproduce:
1.Open "Configure Desktop"
2.Click on "Login Screen"
3.Go to the theme tab and select a theme
4.Click Apply and enter root password.
5.Logout or reboot, and the theme is still the same
Actual Results:  
The theme remains the same.

Expected Results:  
The selected theme should be on displaty

I've also notice this on 12.1 / x86 system.
I've additionally set DISPLAYMANAGER_KDM_THEME="", disabled the theme logging, checked that it works, and then re-enabled theme logging.
I still have non-themed login screen.
