In the old system-V startup one could tweak in that way, that the entry time for a passphrase for an encrypted (home)partition is without timeout.
Something similar is required for systemd-startup , means let the system wait for your input

Actual Results:  
boot continues after some minutes. home partition can not be mounted

Expected Results:  
continue boot only after entering the passphrase
