For openSUSE, the default error policy should be abort job, as re-enabing the printer is a redundant and complex task for normal users. 

operation policy: allowforanybody might also make sense as a default for opensuse.

changing these in the xfce gui is not remembered.
Changing these in ncurses yast works.

The current default CUPS policies in openSUSE
are the ones which are intended.

The current openSUSE default CUPS policies are those of
upstream CUPS.

In general the defaults in openSUSE should be in compliance
with the defaults in the upstream projects.

In exceptional cases openSUSE may have different defaults
provided the benefits for the use-cases of openSUSE
outweigh possible risks and drawbacks.

If you like to have a different default in openSUSE
compared to the upstream projects and/or if you like to
have changed defaults compared to released openSUSE versions
the pros and cons must be discussed first of all.

For such issues we have meanwhile appropriate tools
(openFATE https://features.opensuse.org/)
and mailing lists (opensuse-factory@opensuse.org).

Bugzilla is usually the wrong tool for change requests because
such issues are usually no bug at all so that I could close them
as "invalid" which would not mean that I am against change requests
but it means: "The problem described is not a bug", see
https://bugzilla.novell.com/page.cgi?id=fields.html#status

In this particular case there are two issues in one bug report
(CUPS error policy versus CUPS operation policy). I assume the one
in the bug's subject is the more important one here and for this
one we have a duplicate bug report bnc#337794.
