The proxy settings for YaST2 are used, even if "Enable Proxy" is unchecked.

Reproducible: Always

Steps to Reproduce:
1. Enable the proxy, and enter some invalid proxy information.
2. Access software management; it should give an error about being unable to access a web resource.
3. Disable the proxy, but do not erase the invalid proxy information.
4. Access software management again; same problem.
5. Re-enable the proxy, delete the proxy information (leaving only http://), and save it, in spite of the warning.
6. Go back to the proxy settings, disable the proxy again; software management should now work properly.
Actual Results:  
Step 2: YaST could not access the web resource
Step 4: Same problem
Step 6: YaST now works again

Expected Results:  
Step 2: YaST should not access the web resource
Step 4: YaST should now work
Step 6: This should not have changed anything
