/usr/share/doc/release-notes/openSUSE/RELEASE-NOTES.de.txt
has all occurences of umlaut characters replaced by two spaces (0x20) even though it contains utf-8 characters in other places.  Some other language versions are similarly affected (Czech for instance), while others have been correctly generated (Greek, Finnish).

The release notes should be re-generated with the correct locale so that all characters are readable.

Thanks for the report.  The first attempt to fix this somehow failed (bug 772798).

Since 12.2 I use w3m to produce .txt from .html.  In the Build Service (OBS), it does not seem to be enough to specify '-O UTF-8 -T text/html'; I will now also add '-I UTF-8', which seems to do the trick.
