Toshiba L730 laptop.
Insyde BIOS firmware already updated to latest release.

Reproducible: Always

Steps to Reproduce:
1.Install OS.
2.Press Function key 6 or Function key 7 to decrease or increase screen brightness
Actual Results:  
Using Screen brightness function keys produces no change in screen brightness.

Expected Results:  
Screen brightness function keys should change the screen brightness.

Adding the following to grub parameters resolves the issue :

acpi_backlight=vendor acpi_osi=Linux

*End users should not be required to know this & in fact it is very difficult to come by this information.

KDE Battery widget screen brightness slider does work & is persistent

But only when using the grub parameters, right?

Without those parameters, is there anything in /var/log/messages when pressing the brightness keys?
