Note that adding dummy file to /etc/init.d/ works-around this problem. The file can be even not executable, just presence of INIT INFO section inside is sufficient. (Due to limitation of brp checks it has to be executable, but if it starts with #!/bin/false, it works.) Fixed by implementing new Yast configuration module: Yast Services Manager.
