When attempting to launch the YaST2 module "users" to add and manage users, a message box displays the message "Error while creating client module users" and the module doesn't start.

Reproducible: Always

Steps to Reproduce:
1. Open YaST2
2. Click on "User and Group Administration"

Alternatively;
1. Open a terminal and become root
2. execute "yast2 users"
Actual Results:  
The following message is displayed:
"Error while creating client module users"

Expected Results:  
The users module should have appeared.

This bug was actually found on RC1 after an update (bugzilla won't let me select RC1 for some reason).
The module broke with today's update (2013-2-11).

I can see this bug too, it is a blocker in my opinion. CC'ing maintainer of yast2-users.

yast2-security (needed by yast2-users) did not make it to the latest snapshot.
