The output from systemd.fsck is localized (to German in my case) even thoug the system is configured to use POSIX locale (via ROOT_USES_LANG="ctype" in /etc/sysconfig/language).

Expected Results:  
The output from systemd.fsck should be POSIX, independent on localization.

This has been fixed in 12.3 (and will be for you when tumbleweed is bumped to 12.3)
