YAST2 is broken after upgrade to 12.3 (12.2->12.3).
The message is: 
terminate called after throwing an instance of 'YUIPluginException'

YaST got signal 6 at YCP file Wizard.ycp:720

Tried removing it and reinstalling but no luck.  

Reproducible: Always

1. Upgrade from 12.2 to 12.3
2. Attempt to run YAST2

The problem was located to be with Perl. A package was keeping the latest Perl installation back.
