openSUSE default sysctl settings are already defined in /lib/sysctl.d/sysctl.conf, delivered through procps

/lib/sysctl.d/sysctl.conf contains 176
but after booting, /proc/sys/kernel/sysrq contains 16

when I do systemctl restart systemd-sysctl.service
other values from this config are updated,
but sysrq remains at 16
so systemd seems to have and use an overriding value

As per mailinglist dicussion we agreed to not have the default file in the systemd package. I'd move the file from procps to aaa_base and install as /usr/lib/sysctl.d/50-default.conf there. Frederic, could you please remove the file from systemd so I can submit aaa_base with that file?
