Bluetooth is never deactivated in Gnome3, even if i go to:
 Yast -> sysconfig editor -> Hardware:Bluetooth and set START_BLUETOOTHD to 'no'.

Reproducible: Always

Steps to Reproduce:
1. Yast
2. sysconfig editor
3. Hardware:Bluetooth and set START_BLUETOOTHD to 'no'
Actual Results:  
Bluetooth is always on in the gnome panel and laptop bluetoth light, have to manually switch it off.

Expected Results:  
Bluetooth in gnome panel and laptop bluetoth light off.
