As yast2-runlevel module is being replaced by new one, I'd like to say what should not be forgotten:

- runlevel_proposal client should be replaced with new one
- this means also control.xml adaptation
- inst-sys replacement
- when writing new proposal client, look at bug 837450 and don't base the runlevel check on xorg-x11 package.


Once the client is done, ask snwint to put it into inst-sys and I can adapt the control file

Fixed for factory, no change in 13.1 though.
