Time differences remind me to bug 845530, but I'm not sure if this is what causes your problem.

What's the result of   ls -l /etc/localtime   ?
Which of the times you mentioned is the correct one?

installed timezone-2013g-126.1.x86_64.rpm

# ls -l /etc/localtime
lrwxrwxrwx 1 root users 38 Oct 22 11:41 /etc/localtime -> ../usr/share/zoneinfo/Australia/Sydney
