I'm currently unable to reproduce it on my 13.1 RC1 test machine. Reproduced. Depends on order of deletion. Comment2 is invalid. It depends on naming scheme. It works for old one (e.g. eth0) and is broken for new one (e.g. enp0s4). You are right! Unfortunately I had tested this in a virtual machine which uses old style interface names for unknown reason. I have also an OS13.1 RC1 installation on real hardware and this uses new style interface names. After reading your comment I tried it there and indeed neither the interface configuration file nor the active interface configuration was changed.
