Also with RC2 it is not possible to shutdown (Halt) the system.

The system is running after the last Message.

reboot: System halted.

I have installed on this system "KVM Host" is it possible that this is the Problem?

The "System halted." message says, that your system is halted and you can safely turn it off. Maybe you wanted to run poweroff command? The behavior of those two was "fixed" some time ago.

"Normal" I wrote "halt" and it go's poweroff, now the "halt" command don't do this anymore.

"Poweroff" I tested it in this moment ;), is working, is this new, is halt changed?

Well, it was broken for a long time, so long, that everybody got accustomed to it. But according to the documentation 'halt' is not supposed to power off your machine, but just stop it (in case for example your acpi is broken). 'poweroff' should be sending ACPI to turn your computer actually off.

Just verified, same behavior was already present in 12.3
